Mixture of CEMENT, water and AGGREGATE. The course AGGREGATE in GROUT is always 1/4 inch in diameter or less. GROUT is used to fill in the BLOCK CELLS which contain REBAR. This holds the REBAR joints in place and strengthens the BLOCK. The primary differences between MORTAR, GROUT, and CONCRETE are the ratio of materials used and the size of the AGGREGATE.
